<br />with the implementation of their Water Conservation Plans until the stated deficiencies <br />are corrected as delineated in the OWCDP's written notification and subsequent review. <br />These entities have 180 days from the date of this written notification to complete any <br />re-submittal of those relevant portions of the Plans to the OWCDP for subsequent <br />review or will be required to re-initiate the Plan submittal process in accordance with <br />the Guidelines. <br /> <br />ISF Presentation to the Colorado Basin Roundtable: On June 25, 2007 ISF staff <br /> <br />gave a presentation on Colorado's Instream flow and Natural Lake Level Program to the <br /> <br />Colorado Basin Roundtable. The presentation was well received with numerous questions and <br /> <br />discussion on how the program could be used to meet Colorado's non-consumptive needs. If <br />requested, staff will be available to provide the rest of the basin roundtables with a similar <br /> <br />presentation. The Stream and Lake Protection Section's Strategic Plan calls for such outreach <br /> <br />and education activities in order to Increase connectivity with Board, key program stakeholders, <br />and the public. <br /> <br />Upper Colorado River Watershed Planning Scope of Work: Staff initiated a <br />Purchase Order that was issued to an environmental consulting firm to assist in <br />developing a planning scope for the Upper Colorado River Watershed (UCRW). This <br />effort used a small amount of previously approved multi-objective watershed <br />restoration funds from the Severance Tax Trust Fund operational account. A circulation <br />draft document for the UCRW Scope was distributed to a wide audience in late May <br />2007 to request feedback and guidance. Review comments and concerns from various <br />interests are being addressed by Staff and our consultant, and revisions are being made <br />to the document to reflect the comments received. In general, the UCRW Scope aims to <br />suggest a future watershed plan that would supplement and enhance the numerous <br />studies completed or underway in the Grand County area. For example, Staff desires to <br />recognize the importance of watershed impacts and increased risks to life, property, <br />and the environment due to potential wildfire, flooding and debris flow problems, pine <br />beetle kill, and land development issues. The document summarizes existing watershed <br />conditions and current studies, and outlines watershed goals that stakeholders can <br />discuss and agree upon at a later time when funding is secured for an actual watershed <br />plan. The proposed Scope is not intended to interfere with or duplicate on-going water <br />development studies in the basin. Company) Injury with Mitigation Case <br /> <br />Resolution Update: At its November 2006 meeting, the Board approved an injury <br />with mitigation pretrial resolution in this case that involves the implementation of a <br />flow-sharing agreement between the CWCB and the Applicant on the Blue River.
