<br />· Water Quality - the River District may advocate for, and participate in, activities <br />that protect water quality to protect the future beneficial use of water. <br /> <br />Colorado River Basin Salinity Control Program: The spring 2007 Forum <br />meeting was held in Jackson Wyoming on June 5-6,2007. We made a final conceptual <br />recommendation to USDA regarding producer cost-share rates that will include both a <br />cost recovery component and an incentive payment based on tons of salt controlled and <br />continued participation in an Irrigation Water Management (IWM) program. The <br />details of this new two tiered payment structure must still be resolved before <br />implementation which is planned for Oct. 1,2007. It will likely effect salinity control <br />activities of the local Conservation Districts in Colorado, but we will be working with <br />the Colorado Dept. of Agriculture and USDA, to minimize any impacts and to <br />strengthen both the state and federal programs. USBR has begun the Basinwide Salinity <br />Program Review. Steve Miller from our staff will represent us on the Independent <br />Review Team. The review will allow the Work Group and Forum to make <br />recommendations for changes that will improve project development, comparison, and <br />implementation. Reclamation has also begun a multi-year update study of the Paradox <br />deep well brine injection project. The Forum determined to increase state assessments <br />by 25% over the next 3 years, beginning with a 10% increase to the July 2007 <br />assessment. <br /> <br />Water Conservation Plans Approved and Disapproved: To date, the Office <br />of Water Conservation & Drought Planning (OWCDP) has approved four Water <br />Conservation Plans from water providers. They include: <br /> <br />. Castle Pines North Metropolitan District <br />. Town of Castle Rock <br />· Arapahoe County Water & Wastewater Authority <br />. City of Fort Lupton <br /> <br />The OWCDP has determined the Plans to be in accordance with S37-60-126 and the <br />CWCBJs Guidelines for the Office to Review Water Conservation Plans Submitted by <br />Covered Entities. Water providers may proceed with implementation of their Plans. <br /> <br />To date, the OWCDP has disapproved with modifications recently submitted Water <br />Conservation Plans from the City of Alamosa and Cherokee Metropolitan District. <br />Upon completion of a thorough evaluation, the OWCDP determined that the Plans did <br />not meet the minimum statutory requirements and are inconsistent with the Guidelines. <br />According to the CWCBJs Guidelines, the Alamosa and Cherokee should not proceed <br /> <br />27 <br />
