The next steps of the Corps study will utilize the technical data that has been collected,
gathered and analyzed in the project formulation and evaluation phase. This will
include identification of project opportunities and constraints, which will be defined for
Ecosystem Restoration, Sediment Management, Flood Damage Reduction, Erosion
Protection, and Recreation (as part of a multi-use project). Opportunities and
constraints to be considered will include utilities, infrastructure, environmental and
other items. This will be used to identify potential structural and non-structural
measures for evaluation. The array of potential actions will be evaluated without
respect to organizational constraints, and will be presented in the findings of the study
based on technical and economic feasibility, prioritized based on need, and categorized
in accordance with the likelihood of Federal participation.

The Project Formulation is expected to be completed by August 2007, Project Evaluation
by December 2007 and the Study is expected to be completed by mid 2008. The
completion date is contingent upon the $149,000 of federal funding necessary to
complete the study. Once the Study is completed, work can move forward with
implementation of identified solutions.

The CWCB has also contributed $50,000 of funding toward a sediment transport
analysis of the watershed. Additional funds are being provided by the USGS, City of
Colorado Springs, and Colorado State University. Work has not yet begun on this as
the funding from the other sources is still being secured.

-COLORADO RIVER BASIN-

Proposed Colorado River District Policies: The Colorado River Water
Conservation District Board (River District) is considering policies in the following
areas at its July 18 meeting:

. Endangered Species Act - the River District supports the reauthorization of the Act
and amending the Act to encourage species recovery and meaningful partnerships.

. Recreational Water Use - the River District supports recreational water rights that
balance recreational needs with consumptive needs.

. Upper Colorado Recovery Program - the River District support the Program.

26
