CWCB to display the services of the agency in an exhibit booth at the conference. Kirk
Russell of the Water Supply Planning and Finance Section and Veva McCaig of the
Office of Water Conservation staffed the exhibit during the conference. The conference
is a very efficient way to communicate information about the CWCB's services and
programs to municipalities around the state.

Alternative Agricultural Water Transfer Methods Grant Program: Senate
Bill 07-122 (the Projects Bill) provided authority and $1,500,000 to develop an alternative
agricultural transfer grant program in the Arkansas and South Platte basins. Staff has
prepared some preliminary suggestions on how to implement the program and about
the criteria to be used to evaluate grant applications. The following is the preliminary
process/program direction (see attachment 13c-1 for more detail):

. In July, convene a committee of water users in the Arkansas and South Platte
Basin to further flesh out the program
. Provide a minimum of 1 grant per basin. The total number of grants awarded
will be based on the number, dollars requested, and quality of grant requests.
. The focus of the grant program is providing funding to the entities that are
undertaking the transfer activities. The state will provide a supportjfacilitation
role.

MEGA Board Meeting: The Minerals, Energy and Geology Policy Advisory Board
met in Denver on June 26. Steve Biondo and I briefed the Board on the severance tax
Operational Account project recommendation you made in March 2007. The next
MEGA Board meeting will be held in November 2007.

Severance Tax Interim Committee: A legislative interim committee is examining
the collection and distribution of state severance tax. The first meeting of the
Committee took place on June 21 in Denver. DNR Executive Director Harris Sherman,
DNR Budget Director Bill Levine and Mike Serlet discussed the DNR's use of the
Operational Account and the Perpetual Base Account.

A working group to assist the Committee has also been formed. The Executive Director
of the Colorado Water Congress is a member of the working group.

The CWCB is a major recipient of severance tax funds we receive funds for the
Perpetual Base Account, for Operational Account expenditures, the Water Efficiency
Grant Fund, the Water Supply Reserve Account, the operate the IECC and Basin
