<br />CWCB to display the services of the agency in an exhibit booth at the conference. Kirk <br />Russell of the Water Supply Planning and Finance Section and Veva McCaig of the <br />Office of Water Conservation staffed the exhibit during the conference. The conference <br />is a very efficient way to communicate information about the CWCB's services and <br />programs to municipalities around the state. <br /> <br />Alternative Agricultural Water Transfer Methods Grant Program: Senate <br />Bill 07-122 (the Projects Bill) provided authority and $1,500,000 to develop an alternative <br />agricultural transfer grant program in the Arkansas and South Platte basins. Staff has <br />prepared some preliminary suggestions on how to implement the program and about <br />the criteria to be used to evaluate grant applications. The following is the preliminary <br />process/program direction (see attachment 13c-1 for more detail): <br /> <br />. In July, convene a committee of water users in the Arkansas and South Platte <br />Basin to further flesh out the program <br />. Provide a minimum of 1 grant per basin. The total number of grants awarded <br />will be based on the number, dollars requested, and quality of grant requests. <br />. The focus of the grant program is providing funding to the entities that are <br />undertaking the transfer activities. The state will provide a supportjfacilitation <br />role. <br /> <br />MEGA Board Meeting: The Minerals, Energy and Geology Policy Advisory Board <br />met in Denver on June 26. Steve Biondo and I briefed the Board on the severance tax <br />Operational Account project recommendation you made in March 2007. The next <br />MEGA Board meeting will be held in November 2007. <br /> <br />Severance Tax Interim Committee: A legislative interim committee is examining <br />the collection and distribution of state severance tax. The first meeting of the <br />Committee took place on June 21 in Denver. DNR Executive Director Harris Sherman, <br />DNR Budget Director Bill Levine and Mike Serlet discussed the DNR's use of the <br />Operational Account and the Perpetual Base Account. <br /> <br />A working group to assist the Committee has also been formed. The Executive Director <br />of the Colorado Water Congress is a member of the working group. <br /> <br />The CWCB is a major recipient of severance tax funds we receive funds for the <br />Perpetual Base Account, for Operational Account expenditures, the Water Efficiency <br />Grant Fund, the Water Supply Reserve Account, the operate the IECC and Basin <br /> <br />16 <br />
