The Act amended the Robert T. Stafford Disaster Relief and Emergency <br />Assistance Act of 1989 which serves as the mechanism through which the federal <br />government delivers financial and technical assistance to state and local governments <br />following presidential disaster and emergency declarations. DMA 2000 requires that all <br />state hazard mitigation plans be updated to reflect the changes set forth in the Act. <br />Efforts are being made to ensure the Plan meets Federal Emergency Management <br />Agency planning requirements of 44 CFR 201.4 and 201.5. The State Hazard Mitigation <br />Plan provides the framework for reducing the State's vulnerability to natural hazards. <br />This Plan keeps the state qualified to obtain all disaster assistance, including hazard <br />mitigation grants. <br /> <br />The State of Colorado adopted and received FEMA approval on its Natural Hazard <br />Mitigation Plan (NHMP) in 2004. The plan addressed several different natural hazards, <br />including floods. Additional information on flood activities was included as an Annex <br />to the plan. This stand-alone document, The Colorado Flood Hazard Mitigation Plan <br />represents a commitment to mitigate potential flood losses and damages by isolating <br />the primary causes and recommending courses of action. This plan reflects the state's <br />priorities for flood hazard mitigation. These priorities are developed through a <br />private/local/state/federal team process. <br /> <br />Currently, the 2004 version of the State Hazard Mitigation Plan is in the process of <br />being updated in accordance with the Plan Review Crosswalk based on the Multi- <br />Hazard Mitigation Planning Guidance under the DMA 2000, published by FEMA, with <br />revisions dated November 2006. This Plan Review Crosswalk is consistent with DMA <br />2000 and 44 CFR Part 201- Mitigation Planning, Interim Final Rule, published February <br />26,2002.
