Roundtables pursuant to HE 06-1400 and for the Native Species Conservation Trust
Fund.

The next task for the Committee is a tour of energy impacted areas on July 23-24.

The next hearing in Denver is scheduled August 15.

More information about the Committee, the workgroup and severance tax is available
online at:
http://www.state.co.us/govdir/legdir/lcsstaff/2007/comsched/07AllocSeverTax.htm.

State Hazard Mitigation Update - Flood Chapter: In October 2000, the United
States Congress passed the Disaster Mitigation Act of 2000, now referred to as DMA
2000. The Act amended the Robert T. Stafford Disaster Relief and Emergency
Assistance Act of 1989 which serves as the mechanism through which the federal
government delivers financial and technical assistance to state and local governments
following presidential disaster and emergency declarations. DMA 2000 requires that all
state hazard mitigation plans be updated to reflect the changes set forth in the Act.
Efforts are being made to ensure the Plan meets Federal Emergency Management
Agency planning requirements of 44 CFR 201.4 and 201.5. The State Hazard Mitigation
Plan provides the framework for reducing the State's vulnerability to natural hazards.
This Plan keeps the state qualified to obtain all disaster assistance, including hazard
mitigation grants.

The State of Colorado adopted and received FEMA approval on its Natural Hazard
Mitigation Plan (NHMP) in 2004. The plan addressed several different natural hazards,
including floods. Additional information on flood activities was included as an Annex
to the plan. This stand-alone document, The Colorado Flood Hazard Mitigation Plan
represents a commitment to mitigate potential flood losses and damages by isolating
the primary causes and recommending courses of action. This plan reflects the state's
priorities for flood hazard mitigation. These priorities are developed through a
private/local/state/federal team process.

Currently, the 2004 version of the State Hazard Mitigation Plan is in the process of
being updated in accordance with the Plan Review Crosswalk based on the Multi-
Hazard Mitigation Planning Guidance under the DMA 2000, published by FEMA, with
revisions dated November 2006. This Plan Review Crosswalk is consistent with DMA
2000 and 44 CFR Part 201- Mitigation Planning, Interim Final Rule, published February
26,2002. As part of this process, the flood mitigation plan will also be updated in

17
