Center for Dam Safety, Specialty Services and Oversight; (2) Center for Data Collection,
Design and Construction; and (3) Center for Planning and Environmental Services.
Workload planning would take place between the program office and coordination
group and distributed to the appropriate service center (responsible for any
outsourcing), again under a team leader. It is the most centralized alternative, with all
staff in a particular discipline, performing a particular function, reporting to one center,
rather than duplicating technical abilities at multiple centers. The technical workload
would not be a direct responsibility of area or regional directors, but they would still be
accountable for budget and programs, with their staff using the centers as "smart
buyers" under service agreements.

Colorado Foundation for Water Education Executive Director Resigns:
Don Glaser, Executive Director for the Colorado Foundation for Water Education
(CFWE), resigned his position effective June 29, 2007. The CFWE Board held its
quarterly meeting in Gunnison, June 24, 2007 and discussed options for short-term and
permanent replacement. A subcommittee of Board members was formed to identify
alternatives and prepare for an Executive Director search. Veva McCaig, CWCB staff,
and newly appointed CFWE Board Member is on the subcommittee and will work with
CFWE to ensure that day to day operations will be maintained in the interim. The
meeting agenda also reviewed the CFWE/s FY08 budget and FY08 Scope of Work for its
contract with the CWCB. The emphasis on the upcoming fiscal year work product
deliverables will be the CFWE/s publications - Headwaters Magazine and Citizen
Guide. The Water Leaders Course will also proceed, as well as one of the CFWE/s
largest fundraising events - the 2nd Annual Golf Tournament to be held July 20, 2007 at
the Arrowhead Golf Club in Littleton, CO.

OWCDP Staff Participates in Regional Water Festivals: The Office of Water
Conservation and Drought Planning (OWCDP) participated in four Children/s Water
Festivals in May. The grades ranged from third to fifth grades. Our activity was titled
"EVERY DROP COUNTS: BE WATER SMARTI. We focused on water conservation
and showing the children through visual aids how water is a valuable resource to
