<br />Section 8 Attachment <br /> <br />and future need as identified in the Statewide Water Supply Initiative or a <br />roundtable's basin-wide water needs assessment done in accordance with <br />the Colorado Water for the 21 st Century Act. <br />1) This proposed feasibility study for expansion of the existing reservoir is <br />the tool we are using to address future water needs and a gap area <br />between available water supply and future need as identified in the <br />Statewide Water Supply Initiative. <br />2) At this time, we believe that the water activity will contribute to <br />sustainably meet municipal demands; sustainaoly meet agricultural <br />demands; optimize existing and future water supplies; enhance <br />recreational opportunities; provide for environmental enhancements; <br />promote cost effectiveness; protect cultural values; provide for <br />operational flexibility; and comply with all applicable laws regulations, <br />and water rights. <br />3) The water activity would also implement projects and processes <br />identified as helping meet Colorado's future water needs, as identified <br />in the Statewide Water Supply Initiative. <br />k. The water activity promotes water conservation and efficiency. <br />1) The project proponents believe that additional water storage in the <br />Valley will enable the existing Water Conservation Project and the <br />Watershed Management Plan for the Valley to be more effective. <br />2) Expansion of the existing reservoir could, depending upon the outcome <br />of the feasibility studies, be a more efficient way to increase storage <br />than building a new dam with a new footprint and other related new <br />impacts. <br />3) Raising the existing dam and storing water at high elevation will reduce <br />evaporation losses compared with other alternatives. <br />I. The applicant has an existing water conservation plan. <br />1) Yes, the Mancos Conservancy District has an existing water <br />conservation plan (dated 12/10/02). <br />m. The water activity will make new water available for use. <br />1) Yes, the additional water storage from resulting from the activity will <br />provide: <br />a. more effective storage of appropriated waters, and <br />b. storage of waters that are presently appropriated as <br />conditional, and <br />c. storage of unappropriated waters yet to be filed upon: <br />n.
