<br />Section 8 Attachment <br /> <br />'i <br /> <br />il <br /> <br />ell <br />II <br /> <br />;1 <br /> <br />ell <br />;1 <br />II <br /> <br />1) Yes, the expansion project will help sustain agriculture by providing a <br />supplemental and secure source of water. <br />2) A better supply of water for agriculture will delay conversion of <br />agriculture lands for subdivisions and, thereby, helps to preserve open <br />space. <br />3) The expansion project will help meet environmental needs by allowing <br />for more in-stream flows during hot summer months when the river is <br />at its lowest (dry in some stretches). <br />4) Recreation needs at the reservoir and adjoining Mancos State Park will <br />be maintained and perhaps enhanced. Increasing viable fisheries in <br />the River to support recreational fishing is a goal of the concurrent <br />Watershed Management Plan. <br />p. The water activity assists in the administration of compact-entitled waters <br />or addresses problems related to compact entitled waters and compact <br />compliance and the degree to which the activity promotes maximum <br />utilization of state waters. <br />1) The increased water storage may, in some small way, address <br />problems related to compact entitled waters and compact compliance. <br />2) The added water storage would provide for more beneficial use of the <br />state waters. <br />q. The water activity assists in the recovery of threatened and endangered <br />wildlife species or Colorado state species of concern. <br />1) The proposed project could assist with the conservation of existing <br />wildlife species. Additional storage capacity in the Valley will extend <br />the time that water actually flows in the streams during dry years when <br />the river and some tributaries would otherwise be dry. Additional water <br />in the streams will enhance the efforts to be made under the Mancos <br />Watershed Management Plan for restoration of riparian habitat and <br />reestablishment of fish populations in the river. <br />r. The water activity provides a high level of benefit to Colorado in <br />relationship to the amount of funds requested. <br />1) It is believed by the proponents that the project will provide a high level <br />of benefit to Colorado in relationship to the amount of funds requested. <br />However, until the feasibility studies and the cost benefit analysis are <br />completed, we cannot be sure. <br />s. The water activity is complimentary or assists in the implementation of <br />other CWCS programs. <br />1) The proposed project is complimentary to the several pipeline projects <br />constructed in the valley under the NRCS and Colorado River Salinity <br />Control Programs and financed through the CWCS low interest loan <br />program. These pipelines significantly increase efficiency of irrigation <br />water uses. <br />1.
