Reservoir water presently used in agriculture is being <br />abandoned today for conversion to Municipal water. <br />e. The length of time needed to implement the water activity; preference will <br />be given to activities which can be implemented in the least amount of <br />time taking into consideration the complexity of the activity. <br />1) The length of time needed to study the borrow pit is September 2007- <br />August 2008 and, for the Jackson dam, August 2008-September 2009. <br />f. The applicant of the water activity has the expertise and ability to <br />implement the proposed activity. <br />1) Yes, The Mancos Conservancy District, with the technical assistance <br />from the Bureau of Reclamation, has the expertise and ability to <br />implement the proposed activity. <br />g. The applicant of the water activity is providing matching funds and the <br />amount of matching funds or is obtaining partial funding from other <br />sources and the amount and source of such other funds or is providing <br />demonstrable in-kind contributions. <br />1) Total cost of the studies is estimated to be $118,000. The District is <br />seeking $100,000 through this application. <br />. $80,000 To study Jackson Gulch expansion. <br />. $38,000 To study Lake Mancos Construction. <br />($18,000 (47%) from in-kind) <br />h. The applicant of the water activity has a demonstrated need for financial <br />assistance based on the inability or difficulty obtaining funding elsewhere. <br />1) See item c. above. Yes, the District has a demonstrated need for <br />financial assistance. Borrowing money is considered impractical until <br />the basic feasibility and specifications of the project can be <br />established. <br /> <br />. <br /> <br />Meetino Water Manaoement Goals and Obiectives and Identified Water Needs <br /> <br />I. The water activity helps complete a needs assessment, including <br />consumptive and non-consumptive needs, that was not fully funded from <br />other sources. <br />1) No, this Project does not complete a needs assessment. <br />j. The water activity meets one or more of the water management objectives <br />identified in the Statewide Water Supply Initiative,1 helps implement <br />projects and processes identified as helping meet Colorado's future water <br />needs, and/or addresses the gap areas between available water supply <br /> <br />.':. <br />:1 <br /> <br />1 The nine water management objectives are: sustainably meet municipal and industrial demands; <br />sustaina.bly meet agricultural demands; optirnize existing and future water supplies; enhance recreational <br />opportunities; provide for environmental enhancements; promote cost effectiveness; protect cultural values; <br />provide for operational flexibility; and comply with all applicable laws regulations, and water rights. <br /> <br />-2- <br />
