The water activity addresses multiple needs or issues, including <br />consumptive and/or nonconsumptive needs, or the needs and issues of <br />multiple users or multiple basins. <br />1) Yes, multiple needs, multiple users and multiple uses. See Section 3 <br />attachment. <br />b. The number and types of entities represented in the application and the <br />degree to which the activity will promote cooperation and collaboration, <br />and if applicable, the degree to which the water activity is effective in <br />addressing intrabasin or interbasin needs or issues. <br />1) Mancos Water Conservancy District, Mancos Conservation District, <br />Mancos Rural Water Company and several Irrigation Companies are <br />represented in the Application. The proposed expansion will promote <br />significant cooperation and collaboration, particularly concerning <br />adequacy of water supplies, the ongoing Water Conservation Project, <br />Watershed Management Plan and preservation of agriculture/ open <br />space in the Valley. <br />2) The activity can be effective in addressing intrabasin water needs, if <br />the results of the feasibility study and the cost benefit analysis lead to <br />implementation of the project. <br /> <br />. <br /> <br />Facilitatino Water Activitv Imolementation <br /> <br />c. Funding from this account will reduce the uncertainty that the water <br />activity will be implemented. For this criteria the applicant should discuss <br />how receiving funding from the Account will make a significant difference <br />in the implementation of the water activity (i.e, how will receiving funding <br />enable the water activity to move forward). <br />1) Yes, funding of the feasibility studies from this account will reduce the <br />uncertainty that the Expansion Project will be implemented. The <br />attention and resources of the Mancos Conservancy District are <br />presently occupied in rehabilitation of the existing inlet canal. Money is <br />simply not available today to initiate feasibility studies; hence this <br />application for assistance. See criteria d.-2). <br />d. There is an urgency of need for the water activity and/or any compelling <br />"window of opportunity" that may be missed without funding from the <br />Account. <br />1) Yes, there is an urgency of need to determine if additional water can <br />be stored at the existing Jackson Gulch Reservoir. It will take years to <br />study the Expansion Project and even more years to raise money and <br />undertake implementation of the project. It is urgent that we complete <br />the feasibility and cost benefit analysis to be sure that this is the one <br /> <br />. <br /> <br />- 1 - <br />
