Address with the Office of the
Solicitor any issues (e.g. 1964 Decree) with using this as a drought management
measure and a long-term policy.

AUTHORITY: (identify existing or new)
COST:
FUNDING SOURCE:
ENVIRONMENTAL DOCUMENT: (categorical exclusionlElS/other)
ENVIRONMENTAL OR ESA ISSUES:
NEED FOR RULES AND REGULATIONS:

· Request voluntary accelerated inadvertent entitlement overrun paybad~s.
Under the adopted Inadvertent Overrun and Pay Back Policy, overruns are to be
paid back over a 3-year period with a minimum annual pay back, unless Lake
Mead's elevation declines to below 1,125 feet then such overuse is to be paid
back the following year. During a shortage condition, such over use is to be paid
back in the year the shortage is declared. California agencies are to pay back 2001
and 2002 overruns of over 300,000 acre-feet within an eight-year period.
Accelerated paybacks in either case would assist in maintaining a higher level of
reservoir storage.

AUTHORITY: (identify existing or new)
COST:
FUNDING SOURCE:
ENVIRONMENTAL DOCUMENT: (categorical exclusionlElS/other)
ENVIRONMENTAL OR ESA ISSUES:
NEED FOR RULES AND REGULATIONS:

· Request voluntary limitation on the use of Colorado River water solely for
off stream act:umulation of storage temporarily. This is to help preserve on-
river Colorado River storage. Colorado River water recharge used in conjunctive
or coordinated use programs, as part of required water supply operations to meet
annual water needs is not storage accumulation, and would not be subject to this
limitation.

-6-
