Explore potential cooperative water use forbearances with Mexico. Mexico <br />may be interested in voluntary water use forbearances that would help preserve <br />Colorado River reservoir system storage as a means of preventing or reducing the <br />magnitude of potential future shortages in Mexico. Water would be saved by <br />intentionally creating unused entitlements. Mexico could also make intentionally <br />created entitlement water available for purchase by others in the United States to <br />help finance Mexico's water infrastructure needs. Such forbearances could <br />include the fallowing of irrigated agricultural land in Mexico. <br /> <br />-7- <br />
