This demonstration program is to <br />determine the feasibility of using forbearance programs, up to 110,000 acre-feet <br />per year, as an interim alternative to operating the Yuma Desalting Plant. This <br />program can also be implemented in conjunction with operation of the Yuma <br />Desalting Plant at a reduced level. This will also help determine the broader <br />application of forbearance programs in the Colorado River Basin. Reclamation <br />plans to issue a request for proposals to voluntarily forbear water use pursuant to <br />the proposed demonstration program in May 2004. <br /> <br />AUTHORITY: (identifY existing or new) <br />COST: <br />FUNDING SOURCE: <br />ENVIRONMENTAL DOCUMENT: (categorical exclusionlEIS/other) <br />ENVIRONMENTAL OR ESA ISSUES: <br />NEED FOR RULES AND REGULATIONS: <br /> <br />· Construct lower reservoir water supply intakes to maintain various water <br />uses. With respect to Lake Mead, the Southern Nevada Water Authority water <br />supply intakes are at elevations 1,050 feet (SNW A is in the process of lowering <br />this intake by 50 feet) and 1,000 feet above sea level. <br /> <br />AUTHORITY: (identifY existing or new) <br />COST: <br />FUNDING SOURCE: <br />ENVIRONMENTAL DOCUMENT: (categorical exclusionlEIS/other) <br />ENVIRONMENTAL OR ESA ISSUES: <br />NEED FOR RULES AND REGULATIONS: <br /> <br />POTENTIAL IMMEDIATE ACTIONS (2004.2005. and 2006 AOP) <br /> <br />· Excavate sediments accumulated behind Laguna Dam. Laguna Dam, an <br />existing structure on the Colorado River constructed in 1909 that has since been <br />functionally replaced by Imperial Dam six miles upstream, has limited regulating <br />storage capacity as a result of the accumulation of sediment over nearly a century. <br />Regulatory storage capacity could be created through the excavation ofthe old <br />river channel behind Laguna Dam. Consideration should be given to carrying out <br />this proposal in conjunction with habitat improvements pursuant to the proposed. <br />Lower Colorado River Multi-Species Conservation Program. <br /> <br />-5- <br />
