This demonstration program is to <br />determine the feasibility of using forbearance programs, up to 110,000 acre-feet <br />per year, as an interim alternative to operating the Yuma Desalting Plant. This <br />program can also be implemented in conjunction with operation of the Yuma <br />Desalting Plant at a reduced level. This will also help determine the broader <br />application of forbearance programs in the Colorado River Basin. Laguna Dam, an <br />existing structure on the Colorado River constructed in 1909 that has since been <br />functionally replaced by Imperial Dam six miles upstream, has limited regulating <br />storage capacity as a result of the accumulation of sediment over nearly a century. <br />Regulatory storage capacity could be created through the excavation ofthe old <br />river channel behind Laguna Dam. Consideration should be given to carrying out <br />this proposal in conjunction with habitat improvements pursuant to the proposed. <br />Lower Colorado River Multi-Species Conservation Program. <br /> <br />-5- <br />
