<br />CWCB Water Conservation Planning Grant Application <br /> <br />City of Rifle <br /> <br />o Identification of water demand reduction targets that could result in <br />significant, meaningful delays in demands reaching key infrastructure project <br />trigger points. [Consultant/City Staff] <br />o The range of typical water savings achieved in municipal systems through <br />conservation programs, and also, specifically with adoption of conservation- <br />oriented rate structures. [Consultant) <br />o Potential reductions in outdoor irrigation use (heavy irrigation users and <br />landscape/irrigation entities will be contacted as part of this task). <br />[Consultant/City Staff] <br />o Potential for high-use customers to use water more efficiently (calls to <br />selected customers to be made as part of this task). [Consultant/City Staff] <br /> <br />Because outdoor water use drives peak demand and required infrastructure <br />capacities, reduction goals will likely be set for peak, as well as average, water <br />use. These initial goals will be refined in Step #7, which involvl~s iterating <br />through Steps #3 through #6. <br /> <br />d. Task 03: Identifv Conservation Measures and Programs (Planning Step #5) <br />[Task responsibility: 20% City staff /80% Consultant) <br />Work to be completed as part ofthis task will include: <br />o Develop list of potentially applicable programs and measures through <br />brainstorming and research. The minimum elements defined by statute will <br />be a subset ofthose considered. [Consultant) <br />o Contact remaining potential water conservation partners to assist with <br />brainstorming of Rifle-appropriate measures/programs and to assess existing <br />local water conservation capacity. [Consultant) <br />o Screen list of potential programs and measures to identify up to twenty (20) <br />with the best water conservation potential and most likely implementation <br />success. This will involve meeting with City staff and using input obtained <br />from potential water conservation partners. We anticipate supply-side <br />conservation measures, especially those aimed at generating better data for <br />tracking the fate of water in the City, as well as residential irrigation demand <br />reduction, a new water conservation-oriented water rate structure, and <br />residential/commercial water audits will be key options moving forward. <br />[Consultant/City staff] <br /> <br />e. Task 04: Evaluate Conservation Measures and Programs (Planning Steo #6) <br />[Task responsibility: 30% City staff /70% Consultant) <br />This task will start using the final list of potential conservation programs and <br />measures that passed the screening process in Step #5. Work under Step #6 will <br />involve: <br />o Better, but still approximately, defining the scope of each program/measure <br />as quantitatively as possible, considering who would likely be implementing <br />it, likely timing, etc. The goal is to define each well enough to assigning <br />rough costs and water savings. [Consultant) <br />o Defining advantages and disadvantages to each. [Consultant/City staff] <br />o Assigning planning-level implementation costs, market penetrations, and <br />water savings estimates to each of the programs/measures. Data reported by <br />other water utilities and organizations, as well as custom-developed <br />estimates, will be used as the basis for these projections.
