<br />b~..:....". .'_.'. <br /> <br />033161 <br /> <br />Plan of Study <br /> <br />28 <br /> <br />TASK 4 <br />HYDROLOGY AND WATER RIGHTS <br /> <br />Overview <br /> <br />The objectives of this task are to develop methods for estimating virgin or baseline inflows at <br />various reservoir sites in the basin and to establish an approach to modeling water rights <br />administration in the basin. The hydrologic, water rights and operations analyses will be <br />based on the USFWS HYDROSS studies. Wherever possible; the effects of existing projectS <br />and water rights will be left in the baseline flow data set under the assumption that they will <br />be operated in the future as they have in the past. EffectS of existing projectS and water <br />rights that may be specifically operated in this study will be removed; this will define a new, <br />or Modified Environmental Baseline data,set. The water demand analysis will note the water <br />requirements which will be satisfied by these projectS and rights. <br /> <br />An analysis of the Juniper-Cross Mountain water rights is included in this task. Special <br />attention is given to identifying existing subordinations, evaluating the potential for their <br />transfer to other uses and evaluating their potential utility for protection of instream flows. <br /> <br />This task is divided into six sub-tasks: <br /> <br />Sub-task 4a: Define Water Rights and Modeling Approach <br />Sub-task 4b: Review USFWS Hydrologic Model <br />Sub-task 4c: Develop Site-specific Hydrology as Needed <br />Sub-task 4d: Develop Hydrologic Data Set <br />Sub-task 4e: Discuss Water Rights Transfer Issues <br />Sub-task 4f: Develop Basin Model <br />Sub-task 4g: Calibrate Basin Model <br /> <br />Task Leader: Mr. Benjamin L Harding <br /> <br />Key Technical Support: Mr, Edward Armbruster will assist Mr. Harding with the modeling <br />and hydrologic analyses required for this task. Ms. Elizabeth Payton <br />will provide technical assistance and quality assurance for model <br />development. <br />
