.

003196

required to develop each reservoir site. These will include dam type and size, spillway
type and size, outlet type and size, and other major cost items such as highway, rail-
road, or pipeline relocations.

Responsibility

CH2M HILL will be responsible for this task.

Approach

1. Develop applicable unit prices for various construction elements such as earth-
fill, rockfill, concrete, fabricated metal work and castings, and similar items.
These costs will be based on cost curves, cost estimating guides, available public
domain information, and data from CH2M HILL experience and cost files.

2. In conjunction with the CRWCD, develop approximate land acquisition cost
estimates.

3. Based on the results of previous tasks, identify the type and size of major proj-
ect components, such as dam type, spillway type, outlet type, (as well as acqui-
sition area and other site-specific major cost items, such as relocations and envi-
ronmental impact mitigation).

4. Tabulate prereconnaissance level quantities of work required for each alterna-
tive using USGS topographic maps and conceptual layouts of facilities.

5. Based on the tabulated quantities and the developed unit prices, develop opin-
ions of the construction cost for each of the 10 alternative reservoir sites.
Special construction that may be unique to a site will be estimated separately
and included in the site total construction site.

6. Add appropriate allowances to the estimate for each alternative to provide for
construction-related costs such as engineering, administration, and similar items.

7. The results of the cost estimates will be tabulated in a form to allow comparison
of the alternatives.

Products

1. A task memorandum summarizing the development of unit prices and tabulating
the estimated quantities and costs for each of the 10 alternative reservoir sites
will be prepared and used as input to the project element screening task ~
(Task S.D).

21

D ENI800P 1033.51
