As defined in the Scope of Work, each project will comprise
both near- and long-term water supply components as wen as near-term components to
provide flat-water and adjacent tailwater-based recreation opportunities. Projects will rely on
the transfer of portions of the Juniper-Cross Mountain water rights with a portion of the
rights transferred to instream flow. '

Alternative projects will be developed fonowing systematic formulation criteria and defined
in sufficient detail to suppon the modeling and evaluation ~ork which will be carried out in
Task 7. It will also be convenient at this time to refine the criteria for evaluation of project
alternatives.

Task 6 is divided into 3 sub-tasks:

Sub-task 6a: Develop Plan Formulation and Evaluation Criteria
Sub-task 6b: Develop Preliminary Alternative Projects
Sub-task 6c: Reformulate Alternatives

Task Leader: Dr. Charles M.
