<br />-".,,---~ ,- <br /> <br />PIan of Study <br /> <br />0031o~ <br /> <br />55 <br /> <br />TASK 7 <br />EVALUATION OP ALTERNA11VES <br /> <br />Ovatkw' <br /> <br />The objective of Task 7 is to evaluate, on a systematic basis, the alternative projects <br />fonnulated in Task 6. This evaluation will rely heavily on the basin model developed In Task <br />4 and the site specific information gathered in Task 5 and will use a specific set of evaluation <br />factors for all alternatives. <br /> <br />Alternative projects comprising only near-term and both near-term and long-term <br />components will be evaluated. It is necessary to conduct evaluations of the near-term-only <br />alternatives for at least two reasons: 1) to identify and remove any masking effects that long- <br />term project components have on evaluation of impacts of near-term project operations, and <br />2) because somewhat different evaluation criteria will be used for the two categories of <br />project components. <br /> <br />The resulting evaluations will be summarized in a Task 7 Technical Memorandum to be used <br />in Task 8 to review and screen alternatives prior to 6nal project evaluation and selection. <br /> <br />The primary factors to be considered in evaluating the near-term alternatives will indude the <br />following: <br /> <br />- Ability to meet near-term water demands <br />- Opportunity for reservoir-related recreation near Craig <br />- Potential for instream flow/tailwater fishery enhancement <br />- Impact on flows recommended in the Recovery Program <br />- Water rights considerations in transfer of Juniper decrees <br />- Environmental impact (on and offsite) <br />- Cost of project development (capital and unit cost) <br />- Hydropower potential <br /> <br />The primary factors to be considered in evaluating the long-term alternatives will include the <br />following: <br /> <br />- Ability to meet long-term water demands <br />- Water rights considerations in transfer ofJuniper decrees <br />- Environmental impact (on and offsite) <br />- Cost of project development (capital and unit cost) <br />- Hydropower potential <br /> <br />A contingency will be reserved for evaluation of impacts of long-term alternatives on the <br />flows recommended in the Recovery Program. A contingency will also be reserved to <br />accommodate more detailed evaluation of long-term alternatives, if required. <br /> <br />Task 7 will be divided into five, sub-tasks and one contingent sub-task: <br /> <br />Sub-task 7a: Incorporate Alternatives into Basin Model <br />Sub-task 7b: Near-term-only Model Runs and Evaluations <br />Sub-task 7c: Near-plus-Iong-term Model Runs and Evaluations <br />Sub-task 7d: Final Layout and Quantity Takeoff <br />Sub-task 7e: Summarize Evaluations in Task Memorandum <br />
