The group decided to remove text at the beginning of the third <br />paragraph in this section, and reorganize the remaining text. <br /> <br />? <br /> <br />Technical support – Members felt that this section duplicated text in the charter, and <br />opted to remove it in its enti rety. <br /> <br />? <br /> <br />Observers and public participation in IBCC meetings – After discussion, the group chose <br />to allow participation by observers at the discretion of the Director of Compact <br />Negotiations. <br /> <br />? <br /> <br />Attendance – All members of the IBCC agreed that regular attendanc e by members was <br />critical for the functioning and success of the Committee , and emphasized that members <br />should attend as many meetings as possible in order to build and preserve working <br />relationships, keep up to speed on issues discussed and allow for adeq uate representation <br />so that decisions could be made. <br /> <br />? <br /> <br />Alternates – IBCC members discussed whether alternate members should be allowed and <br />the merits and problems of using alternates. Some m embers raised the issue that a <br />number of basin roundtable bylaws al low for alternates and describe how alternative <br />representatives to the IBCC will be selected . Other roundtable bylaws do not allow for <br />alternates. The group came to general agreement that the individual roundtable bylaws <br />should govern alternates for roun dtable representatives to the IBCC , and discussed legal <br />issues concerning the use of alternates for appointments made by the governor or by <br />legislative committee chairpersons. It was generally agreed that these latter appointees <br />would not have alternates. <br /> <br />Members talked over use of proxies as a possible means to ensure representation during <br />decision making for absent representatives . A proxy system might allow members to <br />express their views to the Director of Compact Negotiations, who would convey them to <br />the IBCC when it was in session. IBCC members decided to table the issue until the <br />group came to agreement on a decision making process. <br /> <br />? <br /> <br />Participation in IBCC meetings by telephone. After discussion on participation by <br />telephone, the group agreed o n wording which appears in the revised draft, allowing <br />participation by telephone in emergencies or at the discretion of the Director. <br /> <br />? <br /> <br />Communications with the media – One concern raised in comments received prior to the <br />meeting centered on characterizatio n of others’ views to the press. After discussion, the <br />group agreed that the spirit of the text was in keeping with general principals of accepted <br />conduct, and decided to move forward with no edits. <br /> <br />Committee Expectations for Meeting Notes <br /> <br />Chris Moore stated that the facilitation team plans to continue preparing meeting notes – <br />summaries of major discussion points, instead of exact records of statements – as the process of <br />charter and bylaws review continues. He sought comments on notes prepared for t he first IBCC <br /> 3 <br />
