Discussion of Ground Rules

The facilitation team presented an overview of areas of agreement on the ground rules document,
based on a review of written comments submitted by group members, the summary of interviews
rd
prepared by CSU, and discussion at the February 3 meeting. Members discussed the role of the
ground rules, and reached general agreement that they should apply to discussion of the charter
and bylaws, and also to the work of the committee beyond that point , after they had a full
discu ssion later in the meeting of the decision making process that will be used by the
committee . The group then walked through the document by section, addressing concerns and
comments and making revisions. Specific items discussed and adjusted are highlight ed by
section below, and a revised draft accompanies the meeting notes.

Introduction – The group accepted several minor revisions to the language in the
introduction.

Decision making – Group members expressed a desire to better understand the definition
and use of a consensus process . They agreed to discuss these concepts more fully later in
the meeting .

Responsibilities and roles – Generally in agreement on responsibilities and roles, the
group raised one question regarding facilitation for IBCC meetin gs once the charter and
bylaws discussions conclude. Eric Hecox replied for DNR, stating that the current
facilitation team had been engaged by the State to assist with charter and bylaws review,
and that the decision on whether subsequent discussions req uired facilitation would be
made by the group as a whole.

Representation of views – Members expressed concern regarding the characterization of
the duties of a roundtable representative to the IBCC , specifically the section stating that
representatives we re “not expected to restrict themselves to advocating prior positions . ”
Discussion centered on what some saw as a dual role, representing the views of the
roundtable while at the same time using personal judgment to assist in the group search
