? <br /> The IBCC agreed that the January 2007 meeting should focus on understanding Colorado <br />River water issues. We need to understand the West Slope, Front Range and stat e - wide <br />perspective on Colorado River issues . We also need to understand how to best provide <br />information to and coordinate with the agencies which have statutory authority over the <br />Colorado River. <br /> <br />? <br /> The IBCC agreed that Eric Hecox will work to coordinate t he framing, sequencing of <br />discussions and finding resource people to present on topics identified above. He will <br />prepare a new draft of the agenda planning document and line out two or three meetings <br />in advance. <br /> <br />Needs Assessment Working Group R eport <br /> <br />Er ic Hecox presented on the work of this group. He outlined the roles of State agencies and <br />Work Group members outlined in the M e eting Notes of the Work Group. These will be sent to <br />IBCC members in the near future. <br /> <br />State agency staff <br /> – A s roundtables deve lop task orders for needs assessment work , staff will use <br />a tool developed by C D M to help manage those tasks . The tool is a Tracking Matrix that helps <br />lay out and identify possible crossover issues, coordination between ongoing work conducted by <br />other sta te agencies, and identify the extent to which task orders could be divided up either time - <br />wise or by funding mechanism . It will help clarify whether work gets get started with 1400 <br />money and then continue with 179 funds. The Tracking Matrix will be ready by January, and <br />hopefully before. <br /> <br />The Work Group <br /> – Once the Tracking Matrix has been developed, the Work Group will review <br />a summary of task orders and provide input on them. I t will also play a role in helping to work <br />with the contractor on promoting a common technical platform and assure that needs assessment <br />work addresses that issue. <br /> <br />To the extent that roundtables submit task orders for more funding that we have avail able in one <br />cycle, the Work Group will make recommendations on priority for 1400 funds. The Work <br />Group requested that the IBCC clarify the authority to be granted to it in making these decisions, <br />and whether the current composition of the Work Group was acceptable. <br /> <br />? <br /> The IBCC agreed that the existing composition of the Needs Assessmen t Work group is <br />acceptable. Additionally , all Work Group meetings are open and IBCC members are <br />invited to attend. <br /> <br />? <br /> The IBCC agreed that the Work Group should keep the full IBCC apprised of all up - <br />coming Needs Assessment decisions through regular circula tion of Work Group Agendas <br />and M eeting Notes and regular reports at IBCC meetings. The IBCC reserves the right to <br />raise, discuss and make decisions on any task order that an individual IBCC member may <br />wish to raise and bring to the Committee. <br /> <br /> 5 <br />
