? <br /> <br />The Committee explored whether it might be worthwhile doing a session where it talked <br />about what is known about the Roundtables and their interests, and then asking members to <br />put on their “Colorado hat” and talk about “ I f we had an X number of year period to deal <br />with current or future Colorado water management plan s and systems, what interests would <br />we address?” There would be no commitment required, just getting interests out on the table. <br />Then we could develop a sequence f or bridging issues. <br /> <br />? <br /> <br />If the Committee put s together its vision of what Colorado should do with its water at this <br />time, and without input from the roundtables, it might be somewhat Pollyannaish . People in <br />the State will want everything. The issue is goi ng to be balance between the various interests <br />and needs . If the Committee tries to develop a vision for the future without knowing what the <br />needs and challenges are, it is likely to come up with an unattainable goal. Rather than going <br />right to establishi ng a vision, we need to understand challenges and problems. <br /> <br />? <br /> <br />One way to approach issues to be discussed would be to examine some big projects that are <br />either on the table or will be in the near future and to look at what their impacts on basins, <br />regions and Colorado as a whole might be. <br /> <br />? <br /> The IBCC agreed in principle that there were four things that it wanted to do in the next <br />six months: <br /> <br />? <br /> Educate members about bridging water issues ( activities that may affect multiple <br />basins or the State as a whole ) <br />? <br /> Rec eive information on and analyze Roundtables Needs Assessments as they are <br />developed <br />? <br /> Deliberat e and discuss in detail some significant and substantive statewide water <br />issues , and <br />? <br /> Mak e r ecommendations if and when they are appropriate <br /> <br />To accomplish the ab ove, the Committee identified some p ossible t opics for IBCC <br />d iscussion . <br />? <br /> <br />Colorado River basin issues – the Colorado River Compact, “unappropriated water,” and <br />the impacts of a potential call. <br />? <br /> <br />The impact of energy development on Colorado’s water supply. <br />? <br /> <br />Wha t would a “Colorado Water Project” look like? <br />? <br /> <br />Examination of larger projects that are on the table and how they might evolve in a <br />collaborative way to meet multiple objectives. <br />? <br /> <br />How to meet Colorado’s non - consumptive water needs. <br />? <br /> <br />Water transfers and the int erface of agriculture and municipal demands. <br />? <br /> <br />Water in the Gunnison Basin as it relates to fish flows. <br />? <br /> <br />The priority system in Colorado. <br />? <br /> <br />Determination of what a common technical platform would look like and how the IBCC <br />might promote or assure its developmen t <br />? <br /> <br />Framework for future water planning decisions that keep broader public benefits in mind. <br /> <br /> 4 <br />
