and information developed by the SWSI GAP Technical Roundtable (The Gap TRT is <br />composed of about 40 people from around the State. They have been examining structural <br />wa ter supply options, and will incorporate results from the other TRTs into potential multi - <br />basin projects as well as projects in individual basins). <br /> <br />? <br /> <br />Needs Assessments need to take into consideration future land planning in basins. <br /> <br />? <br /> <br />The Committee should exa mine agricultural dry - up issues and then look at the work of the <br />SWSI Gap T RT . <br /> <br />? <br /> <br />The IBCC needs to consider issues raised by the SWSI Gap TRT and when appropriate <br />coordinate with them. <br /> <br />? <br /> <br />Two issues for the IBCC are its focus and sequencing of studying f uture basin plans. Should <br />the Committee focus on multi - basin or inter - basin issues first, and single basin issues later? <br />Should they be studied concurrently? Should individual basin issues be examined first, and <br />multi basin issues later? <br /> <br />? <br /> <br />The Committe e will have to address the issue of how it addressed issues and makes <br />recommendations in the face of uncertainty. Issues of c limate variability, E ndangered <br />Species Act issues, reserved rights , and other variables may impact the Committee’s <br />deliberations a nd conclusions. <br /> <br />? <br /> <br />Significant issues for the Committee to address are: 1) what is a common technical platform? <br />And , 2) how do we promote its development? <br /> <br />? <br /> <br />Other major issues to address, which have statewide impacts, are Colorado River and <br />Colorado River Co mpact issues. Committee members need to understand the compact, how <br />much water is in the Colorado River, procedures that could be used to assess water <br />quantities, what water might be available for development and by who m , and potential <br />impacts of a call o n the river by downstream states. A call could impact many of the basins <br />in the State. <br /> <br />? <br /> <br />The Committee needs to be willing to look at controversial issues and not avoid them. We <br />need to be open to looking at concerned parties’ concepts, fears and concer ns about potential <br />water activities. <br /> <br />? <br /> <br />The IBCC needs to conduct hard analysis and apply a “common denominator” approach to <br />compare impacts and results of projects. One method that might be used is to look at the per <br />acre foot costs of proposed projects or activities to deliver water at the same delivery points. <br /> <br />? <br /> <br />There was a concern by some members of the IBCC that the Committee not get ahead of the <br />work of the roundta bles. The roundtables need to be able to do their Needs Assessments <br />before the IB CC ta kes any significant action. <br /> <br /> 3 <br />
