Meeting Notes <br /> <br />The CDR Associates facilitators opened the meeting with a w elcome and introductions of IBCC <br />members and members of the public attending the meeting . <br /> <br />SWSI Phase II Presentation - Conservation <br /> <br />Rick Brown of the CWCB presented on the SWSI Phase II results from the Conservation and <br />Efficiency Technical Roundtable . See their power point for the content of <br />this presentation (available at: http://dnr.state.co.us/NR/rdonlyres/69BA5261 - 7808 - 45F6 - 9E29 - <br />60F6C524FEE2/0/SouthwestRoundtablePresentationtoIBCC111606.pps ) . <br /> <br />Discussion on the development of a Future I B CC Mission Statement and Workplan <br /> <br />The facilitators raised the issue of whether the IBCC wanted to engage in a strategic planning <br />process to more clearly define its mission statement and plan specific activities for the first six <br />months of 2007. Moore refer red the committee to its Charter and activities defined for the <br />Committee. An extended discussion followed with members raising and discussing the <br />following points: <br /> <br />? <br /> <br />The IBCC is in a unique position to look at and make recommendations on state - wide <br />Colora do water issues , which bridge topics being addressed by specific basins. The <br />Committee should focus on the intersection of water issues where multiple basins could , are <br />or will be involved. This focus relates to , and will impac t state water policy issue s. <br /> <br />? <br /> <br />The Committee should also be open to expand ing its focus be yond water and keep the pulse <br />on activities in the planning and development arenas , which will have significant impacts on <br />water availability and use. <br /> <br />? <br /> <br />The Committee should focus on an exam ination of individual basin roundtable strategies that <br />may or will have impacts on regions or t he State as a whole . <br /> <br />? <br /> <br />The Committee should encourage agreements between basins that will promote positive <br />consequences for individual basins, regions within th e State and the State as a whole, and <br />minimize any unintended negative impacts. <br /> <br />? <br /> <br />The Committee needs to move forward in developing a vision for the development, <br />management and use of water in Colorado, but the process will need to be conducted over a <br />num ber of months and be based on the results of individual Roundtables’ Needs Assessments <br /> 2 <br />
