D R A F T <br />Discussion on Fu ture Topics for the IBCC <br /> <br /> <br />The facilitation team began discussion of future topics for the IBCC agenda by reviewing <br />suggested agendas for the October and November meetings. The October meeting will take <br />place in Steamboat Springs, and include a presentatio n by the Yampa/White Roundtable. <br />Melinda Kassen informed the group that the Yampa/White Roundtable meeting (scheduled <br />immediately following the IBCC meeting) will include a report from the Roundtable members <br />representing environmental and recreational int erests on suggested issues to include in the basin <br />needs assessment. Melinda encouraged IBCC members interested in these issues to attend the <br />Roundtable meeting. <br /> <br />IBCC members agreed that meetings should continue to be held around the state, and include <br />p resentations by the host roundtable. For meetings hosted in Denver, other possible topics could <br />include SWSI Phase II and the subjects presented on the list of future meeting topics prepared by <br />DNR and the facilitation team in advance of this meeting. Pa rticipants also discussed the timing <br />of meetings, and the need to take travel times and number of nights in hotels into consideration <br />when choosing meeting times. <br /> <br />Participants remarked on the emphasis on procedural issues during IBCC meetings to date, and <br />expressed a desire to move on to other topics. The facilitation team and DNR suggested that the <br />IBCC engage in strategic planning early in 2007 to build on the roles for the IBCC articulated in <br />the Charter. Group members noted that the November election s, and the selection of a new <br />governor for the state, may influence the IBCC. The committee discussed when and how to <br />engage political figures, and some expressed the view that the IBCC should move forward with <br />strategic planning without necessarily waiti ng for the input of a new governor, while remaining <br />open to such input. Members stressed the desire for any IBCC planning activities to be based on <br />the grassroots nature of the process. <br /> <br />Regarding timing for a strategic planning exercise, participants exp ressed the need to complete <br />outstanding procedural tasks before embarking on that activity. Group d iscussion then centered <br />on whether to focus on targeted educational activities for the IBCC prior to planning, or as a <br />product of planning. Members remarke d that some Roundtables have created and continue to <br />create educational opportunities for their members, in some cases as a part of their standard <br />meeting format. <br /> <br />The committee asked the facilitation team and DNR to design a process for facilitated strate gic <br />planning and present the plan to the group. Strategic planning should include a focus on <br />education, outlining what the members of the IBCC feel they need to know more about to meet <br />the goals outlined in the plan or vision that is created. The plannin g process should also address <br />the purpose or mandate of the group to work on statewide water resource issues, and answer <br />tough questions, such as those posed by the transfer of water from agriculture to municipal use. <br />Several members expressed a desire to talk about questions of vision, and revisit the purpose of <br />the group, a subject many felt had not yet been discussed enough. The group agreed to <br />commence the planning process once procedural issues are largely complete or underway, and <br />asked to see a pos sible planning agenda at the November meeting. <br /> <br /> 7 <br />
