D R A F T <br />? <br /> <br />If the IBCC plans to seek additional funding for the basin and statewide accounts once <br />the currently appropriated dollars have been expended, should this be included in the <br />report? Others suggested that, since the group doesn’t yet know if asking for more <br />money will be appropriate or supported, this issue should n’t be mentioned in the report. <br />? <br /> <br />With an election in November, and a new governor coming on board, it is difficult to <br />know exactly what should be in this report, and perhaps the format and content will <br />change next year to meet the needs of the re - formed leg islature and new administration . <br />? <br /> <br />The report should include a discussion of IBCC and Roundtable accomplishments, which <br />can expand in next year’s report once the groups have had a chance to do more. A report <br />on the expenditure of all monies allocated to the group should be included. <br />? <br /> <br />Should this report attempt to quantify the anticipated funding required to address needs? <br />The group discussed the fact that, with needs assessments remaining to be completed, not <br />enough information exists to put forward a reliab le number, and many suggested waiting <br />until next year to address this issue. <br />? <br /> <br />Roundtable reports should include themes that cut across basins, and should have a <br />standard format. Also, the legislature wants to hear specifics about the water issues being <br />fac ed by Roundtables, and not just reports on process. However, some groups reported <br />that what they have done to date has largely been focused on process – either responding <br />to requests for input from the IBCC, or engaging in educational activities. <br /> <br />Eric He cox offered to put together a template for the Roundtable reports, and distribute this to <br />the Roundtables as soon as possible . Each basin can use this as a starting point for drafting a <br />short report to be included in the IBCC’s report to the legislature. It was stressed that <br />Roundtables should not feel bound by whatever template is created, and the group wanted <br />Roundtables to have an opportunity to present their own views to the Legislature without <br />th <br />interference from the IBCC. The group agreed on a deadli ne of October 13 for submissions <br />from the Roundtables, and suggested that Roundtable secretaries could use meeting minutes as a <br />starting source of text. <br /> <br />Suggested for the Roundtable template: <br />? <br /> <br />Focus on topics that the Roundtables should address <br />? <br /> <br />Include a list of educational activities the Roundtable has undertaken <br />? <br /> <br />One topic should be the needs assessment – what has each Roundtable done to <br />supplement or advance the needs assessment? <br /> <br />Report from the Needs Assessment Work Group <br /> <br />On behalf of the needs asses sment working group, Eric Hecox reported that the Department <br />received statements of qualifications from three teams in response to the request for proposals for <br />a needs assessment contractor. The selection committee, which includes IBCC working group <br />th <br />memb ers, will meet on September 25 to interview and select a contractor team .
