D R A F T <br />Members suggested several ideas for discussion during the strategic planning process: <br />? <br /> <br />Social and economic impact of water transfers out of agriculture <br />? <br /> <br />Creation of a common technical platform <br />? <br /> <br />Discussion of t he amount of unallocated water in the state (if any) <br />? <br /> <br />“Develop a vision for statewide water negotiations” (from the Charter) <br />? <br /> <br />What can the IBCC do, outside identified procedural roles? <br />? <br /> <br />How can the IBCC demonstrate leadership? <br /> <br />The group discussed holding mee tings in Denver once the legislature enters into session. Several <br />members suggested holding meetings every other month, instead of every month. <br /> <br />Public C om ments <br /> <br />Two members of the public offered comments. <br /> <br />? <br /> <br />Jane Rawlings: Ms. Rawlings commented on the strategic planning discussion, noting <br />that some individuals will prefer to begin with process discussions and some with <br />substance discussions. Both may arrive at the same decision, but the process by which <br />they do will be different. <br />? <br /> <br />Charlie Spielman: M r. Spielman offered the observation that land developers in Colorado <br />would be in favor of conservation and the environment, as long as they have enough <br />water to accomplish their goals as well, and stated his opinion that the job of the IBCC is <br />to find a ba lance. <br /> 8 <br />
