In FY07 - 08, the Interbasin Compact Process will further public education and <br />communication by: <br />? <br /> <br />Supporting the efforts of the IBC C Work Group in developing a website, <br />communication material, and piloting public meetings <br />? <br /> <br />Developing and implementing a communications and media relations plan <br /> <br />Section 4: Needs Assessments and Common Technical <br />Platform <br />Each Basin Roundtable is charged w ith developing a basin - w ide water needs assessment. <br />This needs assessment is to consist of four parts: <br /> <br />1) An assessment of consumptive water needs (municipal, industrial, and <br />agricultural); <br /> <br />2) An assessment of non - consumptive water needs (environmental and <br />recr eational); <br /> <br />3) An assessment of available water supplies (surface and groundwater) and an <br />analysis of any unappropriated waters; and <br /> <br />4) Proposed projects or methods to meet any identified water needs and achieve <br />water supply sustainability over time. <br /> <br />To help dev elop these basin - wide water needs assessment s and further the goals of the <br />Interbasin Compact Process, the IBCC has taken on the role of encouraging the <br />development of “ a common technical platform .” This seeks to use common <br />methodologies and similar assum ptions in developing the needs assessments so the <br />resulting data are consistent and comparable. <br /> <br />4.1 SWSI and Basin Reports <br />To begin the work of developing these needs assessments , each roundtable has been <br />provided a “Basin Report” containing all of the wo rk completed during the Statewide <br />Water Supply Initiative (SWSI) relevant to their basin. The Basin Roundtables are using <br />their Basin Reports as the starting point and core of their needs assessments. They now <br />have the opportunity to build upon these Bas in Reports and several tools are available to <br />help them . These include other studies or sources of information, the ongoing work of <br />SWSI Phase II, consumptive and non - consumptive work groups, a technical assistance <br />contract, and the expertise of their age ncy liaisons and Colorado’s academic and research <br />community. <br /> <br />4.2 Other Appropriate Sources of Information <br />In addition to the information generated in SWSI, Basin Roundtables are incorporating <br />“other appropriate sources of information” into their needs ass essments. Examples of <br />these other sources of information include UPCO for the Colorado Roundtable, the <br />Cooperative Flow Agreement for the Arkansas Roundtable, and the Yampa <br />Programmatic Biological Opinion for the Ya mpa/White/Green Roundtable. <br /> <br />4.3 SWSI Phase II <br />In addition to the groundwork of SWSI, the Basin Roundtables will be incorporating the <br />results of the SWSI Phase II technical work into their needs assessments.
