established Technical Roundtables (TRT). The goal of the TRTs is to fo ster cooperation <br />among water suppliers and citizens in every water basin to examine and implement <br />options to fill the gap between ongoing water planning and future water needs. There are <br />four Technical Roundtables: <br />? <br /> <br />Water Efficiency (Municipal & Industria l and Agricultural) <br />? <br /> <br />Alternative Agricultural Transfers to Permanent Dry - Up <br />? <br /> <br />Prioritize and Quantify Recreation & Environment Needs <br />? <br /> <br />Addressing the 20% Gap <br /> <br />The information generated by these TRTs will be provided to the Basin Roundtab les and <br />the IBCC for integration into the basin - wide water needs assessments and to assist in the <br />coordination of a common technical platform. <br /> <br />4.4 Consumptive and Non - Consumptive Work Groups <br />A consumptive and non - consumptive work group will be formed t o coordinate a common <br />technical platform and integrate the work of SWSI II into the Basin Roundtables’ needs <br />assessments. The purpose of the consumptive work group will be to enhance statewide <br />dialogue and ensure consumptive needs are being developed by the Basin Roundtables o n <br />a common technical platform. The non - consumptive work group will develop a common <br />technical platform to assist the Basin Roundtables develop their non - consumptive needs <br />assessment. <br /> <br />4.5 Colorado River Issues and Supply Availability <br />In addition to devel oping their consumptive and non - consumptive needs, the Basin <br />Roundtables are charged with assessing t heir available water supplies. Addressing <br />several issues on the Colorado River system are an important component of this. These <br />issues include: <br /> <br />1. How much water is remaining in the Colorado River and its tributaries for use <br />within the State? <br /> <br />2. How would a call for curtailment of uses by the lower basin states be <br />administered within Colorado and under what conditions? <br /> <br />3. How should the State of Colorado determine ( i.e. what are the assumptions) and <br />approach full development of the Colorado River? <br /> <br />These three questions are interrelated, and t he Interbasin Compact Process will provide a <br />forum for the discussion of these issues with the CWCB, the State Engineer’s Of f ice, and <br />other decision - makers. <br /> <br />To help support the Basin Roundtables accomplish this part of their needs assessment, the <br />general assembly, (through Senate Bill 07 - 122) a sked the CWCB to study water supply <br />availabili ty on the Colorado River system. Detai ls on the process, technical resources, <br />and goals of the study will be developed and implemented with input and feedback from <br />the IBCC and Basin Roundtables. <br /> <br />4.6 Technical Assistance Contract <br /> 14 <br />
