1.2 .2 Colorado Basin Roundtable Tasks Authorized under Task Order 2007 -
003
The Consultant will meet with the non - consumptive needs assessment committee
three times betwee n March 2007 and June 30, 2007 to discuss progress on the wor k
plan for the no n - consumptive needs assessment. One of these meetings will include a
workshop with statewide environmental and recreational interests. The goal is to
produce a draft work plan by April 30, 2007 so that the Colorado Basin Roundtable
can pla n for funding further non - consumptive needs studies through HB 06 - 1400 ,
SB 06 - 179 , or other funding mechanisms. The work plan will contain the following
elements:
Task 1: Definition of Non - Consumptive Needs/Values

Task 2: Identification of Critical Stream Re aches and associated values

Task 3: Identification of methods for the Quantification of Needs

Task 4: Cost Estimate s

Task 5: Meetings with Non - Consumptive Needs Assessment Subcommittee and

The work plan will be structured so that study elements are co nsidered in two or
more phases. The first phase will be consideration of the above tasks that can be
completed with existing data. Subsequent phases will focus on addressing data gaps
such as data collection needs and further refinement of non - consumptive needs. This
work plan development will be consistent with development of work plans for non -
consumptive needs throughout all the basins as a common technical platform needs
to be maintained for evaluating non - consumptive needs.
In addition to the non - consu mptive needs work plan, the Consultant will prepare
initial sections of a work plan document for conducting the Energy needs study. The
Consultant will meet with the Energy needs subcommittee once during March
through June 30, 2007 to discuss further compl etion of this work plan.
Due to funding limitations between March and June 30, 2007, the Consultant will not
address the basin ' s consumptive needs during this time. The work plan to address
consumptive needs will be addressed after June 30, 2007.
Deliverab les: 1) Draft and Final Work plan for addressing non - consumptive needs; 2)
Initial sections of a work plan for energy needs.
