<br />STATE OF COLORADO <br /> <br />OFFICE OF INTERBASIN COMPACT NEGOTIATIONS <br /> <br />1. Under the OML, the minutes of any state public body meeting <br />must be taken, and open to public inspection. For a closed meeting <br />or "executive session," minutes reflecting the topic of discussion <br />must be made available to the public. <br /> <br />c. Notification List <br /> <br />1. A public body must keep a list of persons who have requested to <br />be notified of all meetings of the body or of meetings concerning <br />certain policies. Such persons must be provided reasonable <br />advance notification of such meetings; however, any unintentional <br />failure to do so will not nullify actions taken at an otherwise <br />properly published meeting. <br /> <br />E. NonPublic Meetings <br /> <br />a. "Executive Sessions" <br /> <br />1. State public bodies may conduct nonpublic, closed meetings, also <br />known as "executive sessions," for limited purposes, including the <br />consideration of the following matters: <br /> <br />1. Property sales and purchases; <br />2. Conferences with an attorney about certain court actions; <br />3. Confidential matters; <br />4. Security matters; <br />5. Employee negotiations; <br />6. Personal matters. <br /> <br />11. An executive session may not be held for the adoption of any <br />proposed policy, position, resolution, mle, regulation, or formal <br />action. <br /> <br />111. A public body that intends to hold an executive session must first <br />publicly announce the topic for discussion. <br /> <br />IV. Two-thirds of the public body's membership must vote to conduct <br />an executive session. The executive session may only be held at a <br />regular or special meeting of the body. <br /> <br />F. Consequences of Violating The OML <br /> <br />a. A public body meeting that does not comply with the requirements of the <br />OML is deemed invalid.
