1) Quantify unappropriated water available in the North Platte River basin. This
includes identifying unappropriated water for all beneficial uses and will require
quantification by tributary at various locations and times of the year.

2) Identify and quantify the non-consumptive uses and needs in the basin
3) Address North Platte Basin high altitude crop consumptive use coefficients

North Platte Basin Roundtable Tasks Authorized under Task Order 2007-003
The Consultant will meet with needs assessment subcommittee two times in
person and two times via conference call during March 2007 through June 30,
2007 to define what elements need to be contained in their work plan. The
Consultant will develop draft sections of the work plan based on these input
from these meetings. The Consultant will use information from SWSI 2 to
address work plan elements I, 2 and 3 above. In addition, the work plan for non-
consumptive needs developed in the Colorado Basin should be considered for
the North Platte Basin. For all work plan elements, a common technical platform
will be considered by the Consultant.

Deliverable: Draft and final work plan addressing the roundtable's 3 elements
outlined above.
Associated fee: $35,000

1.7 Rio Grande
The Rio Grande has submitted a separate task order to conduct a San Luis Valley
Groundwater Level Study. This study will includes two areas located near the
Rio Grande in the San Luis Valley and will help to characterize the hydrologic
divide between the aquifer and the Rio Grande River.

1.8 South Platte Basin Roundtable
Summary of South Platte Basin Roundtable Request
The South Platter Basin roundtable adopted tlle SWSI as its interim basin-wide
needs assessment. The roundtable would like a task order develop to address the
following refinements to SWSI:

1) Determine where the various providers may be looking at the same water as a
future supply. This task should include not only M&I providers but agricultural
providers as well. These studies should quantify the amount of overlapping
claims. The roundtable recognizes that this competition for the same water can
significantly increase the gap between future supply and demand.

2) Conduct a detailed analysis of any "unappropriated water" in the Basin,
including the amount and location of such waters. This should also include a
review of any senior appropriation, if any, currently unutilized or under utilized.
