3) Based on changes being made to the administration of the South Platte River
by the SEO and Water Court estimate the impact of changes on the availability of
water from the South Platte River and its tributaries.

4) Evaluate the impact of increasing use of reused water on downstream water
users.
5) The SWSI study did not include the Republican River Basin and the
roundtable would like to have a detailed supply and demand study completed
for the Republican River basin.

6) The Upper Mountain Counties in the South Platte basin are primarily
composed of small water providers and a more detailed assessment of supply
and demands is needed in the area.

7) Complete a non-consumptive needs assessment for the South Platte basin.

The Consultant will meet with needs assessment subcommittee two times in
person and two times via conference call during March 2007 through June 30,
2007 to define what elements need to be contained in their work plan. The
Consultant will develop draft sections of the work plan based on these input
from these meetings. For all work plan elements, a common technical platform
will be considered by the Consultant.

Deliverable: Draft and final work plan addressing the roundtable's 7 elements
outlined above.

Summary of YampajWhite Basin Roundtable Request
To further their needs assessment the Yampa Basin Roundtable has requested a
task order to develop a work plan to address tlle following:

1) Non-consumptive needs - develop statewide standard method for developing
non-consumptive needs assessment and customize for the Yampa Basin

2) Energy needs - develop a work plan to execute the joint Colorado and
YampajWhite roundtables energy study.
