· It appears the work group participants are in general agreement that framework
sounds good and we should go ahead and direct staff to begin working with the Basin
Roundtab I es.
· We will keep in mind (as Sara Duncan stated) that we are looking at strategies
beyond just flow.
· We want what to incorporate baseline/condition information.
· We will work with state and federal liaisons from the different roundtables to include
information from the various agencies,
· We will work on education/communication/working with public. The group will
think about what types of products would be useful to help with this
· With regard to attributes, we will continue to work with this group and the Basin
Roundtables in understanding what attributes are already mapped, what additional
ones should be consider, and what is feasible.

Questions and comments included:

· Is growth is a threat? It is the elephant in living room. I don't want to live in state
where my kids can't afford to live here. Need to keep in mind the
consumptive/nonconsumptive balance.
· Need to look at standard of attributes and must identify condition in which we need to
keep it in that important.
· Might want to use a different term than threats. Sometimes people ask for things that
they don't mean. Challenges and opportunities could potentially be better. One
suggestion was that condition is a neutral word.
· Keep in mind the win-win solutions.
· Growth threatens agriculture and ability to restore aquifers. Affects ability to create
habitat conservation plan for endangered species.
· Must involve all counties because they're the ones with the land use decision.
· Must approach process in way that is non threatening. Until we go through this
process, we won't be able to uncover where those walls are. When we hit those walls,
that's where we have to deal with it. Those challenges are going to come up, but
shouldn't put fear in process.
· Getting federal databases on board is important.

Presentation & Discussion of Draft Schedule -- Melinda Kassen, Eric Hecox, Sue
Morea
Melinda presented the schedule which is attached to this meeting summary. She
mentioned frontloading the schedule with roundtable input. The Basin Roundtables, not
this work group, the IBCC, or the CWCB need to establish what the priorities are. She
also mentioned that different roundtables will go at different paces on this schedule. The
Basin Roundtable will have input into pace at which they go through this. This is an
iterative process allowing for roundtable input and decisions at each step. Each
roundtable needs to decide how they want to manage this, i.e. through a sub-committee or
with the full roundtable. The pace at which they want to move may drive the decision of
whether to create a subcommittee or work through the full roundtable.
