<br />· Groundwater is huge issue. Immanent threats need to be added as well as some will <br />happen during 18-month process anticipated for this effort. <br />· Need an educational process for the public. Roundtables don't have the resources for <br />this. <br />· Are we doing a baseline and then moving forward? What about effluent dependent <br />stream? For example, Fountain Creek has habitat dependent on imported water <br />supply. Do you want to go back to what it used to be? Does that count as a <br />constmcted habitat? <br />· Natural hydrograph will need be discussed. Natural hydrograph for Fountain Creek <br />ecosystem was originally ephemeral. A Least altered hydrograph or synthetic <br />hydrograph that maximizes all functions should be discussed. <br />· What are sources of data and where are they coming from? Recreation data is very <br />subjective. What is an optimal recreation flow? <br />· Need to engage federal representatives. <br />· Education is one of the things that IBCC workgroup is charged with to assist <br />Roundtables. Each roundtable must provide educational liaison. <br /> <br />Update on SWSI Phase 2 Environment and Recreation White Paper - Rick Brown <br />· Rick presented the attached slides and also presented the GIS ArcReader tool that was <br />developed as part of SWSI Phase 2. <br />· It was noted that good recreation guidebook resource is "floaters guide to Colorado's <br />creeks and streams or most recent version of" streams of the southwest". <br /> <br />Example of Prioritization and Quantification -- Bill Miller, Tom Iseman <br />Tom and Bill presented slides that are attached to this summary. <br /> <br />Questions and comments included: <br /> <br />· Data quality associated with the flow templates was a concern. <br />· For prioritization it appears there are two levels of analysis - segment and basin by <br />basin. <br />· Where do things occur, what is their condition? Want a certain number of places to <br />protect this fish species? <br />· Some attributes will have to be looked at statewide basis, and some will be basin <br />specific with input from the roundtable? <br />· One attribute or value that we haven't discussed is what's it worth to preserve the <br />environment for future generations? <br />· NPDES discharge permit may go along with these priorities. Timing problem is also <br />important. <br />· It will be important to have the technical team at some of the roundtable meetings to <br />explain this information to the roundtables. <br /> <br />Eric Hecox summarized some of the major points and action items discussed thus far in <br />the meeting.
