<br />3. <br /> <br />Existing work on Colorado Riyer water supply analyses. particularly the <br />recent SWSI analyses. will be reyiewed and concepts and results incorporated. <br />where appropriate. in tllis study. <br />Considerable interfacing will be required between the technical team <br />performing the study, water administrators, and state legal representatiyes <br />(Colorado Riyer Subunit of AG office). <br />Use of95 years (1909-2003) of historical hydrology is appropriate for the <br />study period rather than tree ring data or ~ynthetic hydrologyL ~l-!~':~'.:e!'~ gli~ _ _ _ _ - <br />historical hydrology will be characterized in terms of preyiously performed <br />synthetic hydrology and drought analysis. <br />Water allocation simulations using a monthh' time step (as opposed to a daily <br />time step) are appropriate for the Phase I study. <br />Analysis of water supply witllin Colorado for a current demand setting will be <br />performed using the existing CDSS tools, including StateMod, the water <br />allocation model that has been implemented for all Colorado Riyer Basin <br />tributaries within Colorado. <br />Analysis of Colorado Riyer Compact proyisions and additional supply <br />m~ailable to Colorado will be based on preyious ilwestigations. Based on <br />those preyious inyestigations, an interpretation will be made of reasonable <br />range of compact depletion entitlements and flow requirements for Colorado. <br />Groundwater sources of supply will not be included in the Phase I Study giyen <br />limited Phase I budget and linlited (when compared to surface supplies) <br />groundwater sources. <br />The Phase I analysis will not include future demands (at request of the IECC). <br />No sensitiyity analysis will be performed of current or future deyelopment <br />leyels on basin outflows or depletions. Scone of Work Refinement - As one of the main purposes of tllis study is to <br />proyide valuable input to Basin Roundtable members who are eyaluating water <br />shortages and water supply alternatiyes, it is important to haye general consensus <br />between the Roundtable members that the scope of work of this study would <br />provide valuable input to their processes.
