<br />Availability Study will be used in cOl1iunction with results from the needs assessment in <br />the formulation and evaluation of water supply alternatives. <br /> <br />Based on IECC input. we believe that the Phase 1 study goals should be to provide <br />answers to the following questions: <br /> <br />1. <br /> <br />What are reasonable long term estimates of the water available in Colorado <br />River subbasins (after current uses) - without consideration of the Colorado <br />River Compacts? <br />What are reasonable estimates the current level of depletions of Colorado <br />River subbasins? How does the total depletion compare to that estimated to <br />be m-ailable (a range of values) to Colorado under the Colorado River <br />Compacts? <br />What are reasonable estimates of the current level offlows of Colorado River <br />subbasins that leave the state? How does the total flows compare to the <br />requirement generally estimated (a range of values) from Colorado under the <br />Colorado River Compacts? <br />What sensitivity do the results to the first tluee questions have if the estimated <br />historical flow base is reduced (across the board) by [5%, 10%, or 20%11 _ 'Il!i~ __ <br />question is intended to generally address possible hydrologic impacts of <br />climate change, more severe hydrologic periods, more severe than historical <br />droughts, etc. <br />Characterize the "variability and risk" in the estimated water m-ailability from <br />question 1. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />The Colorado Water Consen-ation Board is charged <br />with the evaluation of the water availability in the <br />Colorado River, working in full consultation and <br />active invoh-ement of the basin roundtables. Tlus <br />scope anticipates that most of the study would be <br />performed by CWCB staff, as assisted by consultants <br />as dictated by CWCB staff workload considerations <br />and need for expe11s in various fields.
