2-28 House Committee amended to appropriations-1

Madame Chair:

Rep. PelllY

them just in times of desperation so we can set better policy for
this state.

And I know I might feel some pressure voting the way I did today
but I hope that, I guess, this is my saying to you, "Don't let me
down."

Representative Penry this has been a good process and a lot of
thought has gone into trying to be solution-oriented, and we're
certainly tackling an issue that is crying out for solutions, and
maybe we'll see some creative thinking come out of this. And this
sets up a fonull for dialogue and I support that.

I also, though, am looking forward to having the Water Resources
Review Committee, this summer, spend some time looking at how
the progress is going, getting maybe a status report, having some
of these discussions about this Interbasin Compact Committee out
in other parts of the state because you know that Water Resources
Review Committee moves around. So you know, we're looking
forward to continuing getting the input to the General Assembly on
how this Interbasin Compact Committee is progressing with its
efforts so, and I appreciate all your hard work, Representative
Penry.

Thank you Madame Chair. Thank you for the comments.
Representative McFadyen, thank you for your comments as well,
and to those who have spoken already, thank you. Thank you for
your effort. In many ways, the drafting of this bill will probably
look an awfi.Jllot like the formulation of Compacts under this bill.

It's been long, it's been arduous, at times it's been painful, but at the
end we've got a good work product, and I think at the end of the
day, through the various amendments that we've adopted today,
we've got a much better work product that creates some
mechanisms really to break the stalemate and make progress in
meeting our state's water supply challenges.

I've said it a hundred times as I've talked to people about this bill,
but for too long in our state, farmers have been pitted against cities,
the western slope has been pitted against the front range,
environmentalists have been pitted against developers, and on and
on the conflict has raged. This is an opportunity to sort of rise
above those regional tensions that have come to define our water
discourse and hopefi.Jlly this bill, as it makes its way through the
process and hopefi.Jlly to the Governor, this is a mechanism for us
to overcome those and do something right. As I said during the

www.escriptionist.com
