<br />2-28 House Committee amended to appropriations-1 <br /> <br />Page 18 of 19 <br /> <br />initial hearing, the decisions that we make in the next two or three <br />years are gonna have an impact on Colorado for 25, 50, and 75 <br />years, just like the water decisions made in the mid-1900s affect us <br />today. So, I think a decision to act and to do something is the right <br />decision. The consequences of inaction are not tolerable at this <br />point, so I think we've stmck a good balance. <br /> <br />Representative McFadyen, I think mral Colorado is more than <br />adequately represented here. I wouldn't even begin to talk about <br />supporting this bill if! didn't think that the mral voice was gonna <br />have a strong and equal voice with their counterparts and other <br />parts of the state. <br /> <br />So, thank you for your good faith effort to all of you who have <br />worked hard to improve this bill, and I would ask for aYes vote. <br /> <br />Madame Chair: <br /> <br />Representative Hoppy <br /> <br />Rep. Hoppy: <br /> <br />Thank you Madame Chair and Representative Pembry I want to <br />commend you too for your hard work. I know you've pulled <br />together a large group of people to negotiate amendments to get it <br />to this point. I don't think the bill is in it's finalized form too, but I <br />really think that this bill represents an opportunity for, on a case- <br />by-case basis, to negotiate mitigation. <br /> <br />Where we have seen mitigation bills in the legislature in the past <br />bogged down, I think this represents an opportunity for the basins <br />to come together on their own and to negotiate their own <br />mitigation rather than lawmakers trying to write specifics into the <br />statutes. So I look at this as an opportunity for the future. So <br />thank you. <br /> <br />Madame Chair: Okay, we have a motion to move House Bill 1177 as amended to <br />the Committee on Appropriations, we have a second.
