I know you've pulled together a large group of people to negotiate amendments to get it to this point. I don't think the bill is in it's finalized form too, but I really think that this bill represents an opportunity for, on a case- by-case basis, to negotiate mitigation. Where we have seen mitigation bills in the legislature in the past bogged down, I think this represents an opportunity for the basins to come together on their own and to negotiate their own mitigation rather than lawmakers trying to write specifics into the statutes.
