<br />4-14 Senate Committee <br />Interviewer, Interviewee <br /> <br />Page 24 of 37 <br /> <br />that they didn't have any paliicular interest in sitting through these <br />mind numbing and lengthy meetings, and wanted to ensure that <br />they could ask their general manager of their water district to <br />attend on their behalf. <br /> <br />And as written, pre-amended, you don't have that opportunity with <br />this amendment, excuse me they don't have that opportunity with <br />this amendment, they have the oppOliunity to say this is our agent, <br />this person is responsible to us and they would represent us at these <br />meetings on the round table. <br /> <br />The three non voting members better provided for after that bill <br />came out of the House it only allows for a basin such as the <br />Colorado River Basin to have three non voting representatives <br />from outside the basin representing water interest ownership of <br />interest inside the basin, but not vice versa. <br /> <br />It didn't allow the south plat for instance to invite somebody from <br />the Colorado River Basin to just be a participant as a non voting <br />member in the south plat round table to say well a large pali of <br />your water supply comes from our basin, we would like to be part <br />of that dialogue. We support both the bill as it came out of the <br />House and with this amendment because we think it provides a bi- <br />lateral discussion between basins that are using and or exporting <br />water from another basin. <br /> <br />And the last is the opt out and I think that Frank McNulty did a <br />very nice job of describing the opt out procedures and the <br />additional language that's in L.0025 on the opt out provisions as he <br />suggested. We think that the opt out provision is very important <br />and it does as written in this amendment makes it very clear that <br />this is a bottom up local basin round table driven process and that <br />the decisions of opting out and participation in both of the basin <br />round table and at the central committee level is that of the basin <br />round table. <br /> <br />With all that said, we see 1177 and acknowledge the many <br />concerns about what might come out of the 1177 process, while it <br />has concerns we also recognize that it has significant possibilities, <br />it has important potentials for brining the state together and <br />resolving some of the historical basin by basin differences and <br />conflicts. <br /> <br />We would ask the Senate Ag. committee to please focus on the <br />potential and the possibilities and support 1177. <br /> <br />www.escriptionist.com <br /> <br />Page 24 of 37 <br />
