4-14 Senate Committee
Interviewer, Interviewee

Chairman:

Thank you Chris. Any questions, Senator Entz.

Sella tor Elltz:

Help me on this, if no one qualifies, I mean with all the people in
how do you find the one that qualifies?

Chris Treese:

Yes, sir. If no one qualifies under paragraph A.

Sella tor Elltz:

Yes.

Chris Treese:

Paragraph A requires that they are somebody outside the basin who
owns water rights inside the basin. That's easy enough to do in the
Colorado River Basin by example. And the Colorado River Basin,
there are interests in the Arkansas Basin in the south plat basin and
in the metro area round table that own water rights in the Colorado
River Basin. They're however are not analogous owners of water
rights in the Arkansas basin or in the south plat or metro round
table areas that own water rights from the Colorado River Basin.

So it simply allows somebody who's not necessarily a water rights
owner from the Colorado River Basin to come in and participate as
a non voting member in those basins. Just by way of informational
exchange.

Chairmall: Anyfi.lliher questions for Chris? Senator Hillman.

Senator Hillman: Chris I completely understand why somebody who owns water
rights might not want to sit through these meetings, is there some
place in statute that gives a little bit more specific definition to
agent, I'd be interested in looking at it some time between now and
when this comes up on second reading. The only thing I'm trying
to ensure is that when we use the term agent we are making certain
that it's somebody there authorized act on behalf of water owners.
Because the water owners wanted him there
because the people on the round table pick this person instead of
water owners.

Chris Treese: No, I appreciate the concern behind that and share the interest in
what you're suggesting. I think we can address that, would be
happy to work with you.

Chairman: Any fi.lrther questions for Mr. Treese. See none, thank you Chris.
Kevin Bommer. Kevin welcome to the committee, please state
your name, who you represent and proceed.

Kevin Bommer: Thank you Mr. Chairman, members of the committee my name is
Kevin Bommer, I represent Colorado Municipal League and our

www.escriptionist.com Page 25 of 37
