be more formalized; but at this early stage that didn't seem
essential. That, that director role should be fi.Jll time and should
expect to continue over time. There's also a specific assignment of
obligation to the person in my job. Me now, but whoever will
follow, as Executive Director, to assure coordination of existing
programs, particularly SWSI; but could be others in CWCB or
elsewhere and certainly elsewhere in the department to assure that
we're avoiding duplication.

My individual role, I expect to be very significant; but this can not
be personality driven. It has to become institutionally driven
because we all move on.

Sellator Isgar: Well, Mr. Chairman. I thought perhaps it would be helpfi.Jl if we
walked through the - Amendment 22 and 25 are incorporated into
the pre-amended version; I think if we walk through the pre-
amended version, perhaps even before the witnesses it might
address some concerns or at least they would know that their
amendments have been included into the bill. If that seems

with the draft on these amendments and I think that he would be
the best able to walk through the changes that have been made.

Frank McNlIlty: Mr. Chairman, thank you. I am Frank McNulty. I serve as
Assistant Director for Water within the Department of Natural
Resources.

Frank McNlIlty: Thank you, Mr. Chairman. I will move through these amendments
fairly quickly. Many of them are simple and don't deserve much
discussion. We'll be working from the unofficial pre-amended
