4-14 Senate Committee
Interviewer, Interviewee

purpose for that is we do not want to limit future changes that may
be proposed that allow people to dispose of their water rights.

Line 12, I'm sorry, line 13 in your pre-amended version. Strike the
word "existing", so that when folks enter into intergovernmental
agreements or like documents agreements; they are not restricted
by 1177. Folks are able to do that. Page 4, line 1; the word
"primary" is removed because somebody pointed out to us that we
don't have a secondary. So, we don't need the word primary. Line
7, "and" is stuck a clarifying amendment because we add "be" on
lines 8 and 9, which allows the director to oversee the expenditure
of the fi.Jl1d s allocated to this committee.

Line 22 through 26, this section has been moved from elsewhere in
the bill; simply a formatting and putting it in its proper place. Page
5, line 9, as deemed appropriate; that is a conforming amendment
to the one that Ijust previously discussed. Line 19, the word
"cooperation" is inserted in the place of conjunction. Members of
the groups that we have been working with thought that
cooperation better explained what we envisioned between CWCB,
SWSI and this committee. So, I guess that was a collaborative
amendment in cooperation with everybody else.

Move to page 7, Mr. Chairman, line 6, the folks down in
Southwest Colorado and Senator Isgar's neck of the woods,
thought it best that we call this the Dolores San Miguel and San
Juan basin roundtable. We have done that. Line 9 of that same
page is a drafting amendment. This sentence was inadvertently
stmck in the house when we were doing amendments over there.
So, legislative legal services has drafted an amendment to fix that.

Move to page 8, there is interest that this process works with SWSI
and that the roundtables work with SWSI and perhaps incorporate
the same people. One of Senator Isgar's constituents suggested
that we work on this and try and fix this. In consultation with the
director of Compact Negotiations is one of the ways in which we
do that.

Line 17, will be inserted domestics. This was, again, part of a
recommendation from the group that go together to work on
amendments to this bill, as is the language below that on 19 and 20.
Rights including owners of; the thought there is that we not, we not
create any confi.lsion that people who own shares don't actually
earn water rights. So, hopefi.Jlly that corrects it there.

www.escriptionist.com
