which is their needs primarily for environmental compliance and <br />feasibility. <br />The technical assistance part is another need that we <br />perceived as a -- some of these entities need some cash resources, <br />but they also need some expertise. And potentially, then, the <br />Water Conservation Board can provide that expertise to assist <br />them, either in the application of the grants or in the process <br />of getting their feasibility and their environmental compliance <br />done, their permits. <br />The money will re main in the Water Conservation Board. The <br />recommendations for the funding will come from the basin <br />roundtables. They will make recommendations to the Water <br />Conservation Board on the projects to be funded. <br />It wouldn't prohibit somebody that didn't go thro ugh the <br />roundtable process from going directly to the Water Conservation <br />Board to access funding that they already have in the Water <br />Conservation Board. I think that's important because we've <br />maintained that you don't have to go through the roundtables; <br />t hat it's an optional process. So, I didn't want that to be the <br />only way you could access funding, that you could still go <br />directly to the Water Conservation Board and access some of the <br />existing funds that they have. <br />Mr. Chairman, if there's any questions , I'd like to answer <br />them now.
