regarding permitting, f easibility studies and environmental <br />compliance. The studies are now for the structural and non - <br />structural water projects or activities, and structural and non - <br />structural water projects. That's the one [unintelligible]. <br />Oh, one’s the studies and the oth er one’s the actual <br />construction. <br />I think it's important to go back on page 2, though, and <br />look at the existing statute, where it talks about the Severance <br />Tax Trust Fund. And if you look at that -- and I'll read piece of <br />it there, starting on line 6. "The fund is to be a perpetual <br />and held in trust as a replacement for depleted natural <br />resources and for the development and conservation of the <br />state's water resources." <br />Reading on down there, it talks about, "And for the use in <br />funding programs that promo te and encourage sound natural <br />resource planning, management and development related to <br />minerals, energy, geology and water." That's the existing <br />statutory language. <br />What we're saying is, now that we have more funds in the <br />Operational Account than are nee ded to pay the operations of <br />those four agencies that get their operations pay out of that <br />account, we have excess. Let's do what we had intended to do <br />with the Severance Tax Trust Fund and help entities that need it <br />develop water. And let's fill the big gest gap that we've seen <br />- 3 - <br /> <br />
