Chairman Grossman:
Senator Isgar, I think I disagree from
a policy persp ective with Senator Taylor, but I do agree with
the reading of the bill because the "expressly not limited to"
is a modification that relates to A through B. It doesn't
provide for -- thanks to Senator Brophy's pointing this out to us -
- it doesn't provide fo r an alternative mechanism for these to be
approved by the Board, “that the Board shall allocate money from
the account only for water activities approved by a roundtable.”
Senator Isgar:
However, I think, Mr. Chairman, if you did
go through the roundtabl e process, you're not precluded from
going directly to the CWCB.
Chairman Grossman:
I don't -- if that's what you want to do,
I don't see the language -- first of all, I disagree with you on
that, but besides that, take that off the table for a minute.

For the sake of this fund, the
recommendations we were agreeing would have to come from the
roundtable.

But that does not preclude somebody that
doesn't go through the roundtable process from coming to the
