Chairman Grossman: <br />Senator Isgar, I think I disagree from <br />a policy persp ective with Senator Taylor, but I do agree with <br />the reading of the bill because the "expressly not limited to" <br />is a modification that relates to A through B. It doesn't <br />provide for -- thanks to Senator Brophy's pointing this out to us - <br />- it doesn't provide fo r an alternative mechanism for these to be <br />approved by the Board, “that the Board shall allocate money from <br />the account only for water activities approved by a roundtable.” <br />Senator Isgar: <br />However, I think, Mr. Chairman, if you did <br />go through the roundtabl e process, you're not precluded from <br />going directly to the CWCB. <br />Chairman Grossman: <br />I don't -- if that's what you want to do, <br />I don't see the language -- first of all, I disagree with you on <br />that, but besides that, take that off the table for a minute. <br />If th at's what you want to do, I don't think the language fits <br />you then. <br />Senator Isgar: <br />Well, I -- . <br />Chairman Grossman: -- <br />Senator Isgar? <br />Senator Isgar: <br />For the sake of this fund, the <br />recommendations we were agreeing would have to come from the <br />roundtable. <br />Chai rman Grossman: <br />Correct. <br />Senator Isgar: <br />But that does not preclude somebody that <br />doesn't go through the roundtable process from coming to the <br />- 35 - <br /> <br />
