That was a need that I felt Referendum A didn't really address
but was a legitimate need.
Could something like this help address that type of a nee d,
do you think, maybe with some of the tweaks that you mentioned?
Ms. Kassen:
Well, I mean, there's an argument that, as
written, this is a slow - moving version of Referendum A because
it's just putting water -- putting money into an account with no
sidebar s. And it's not going to -- I mean, I -- Senator Grossman, I
would love it if we had money to do -- to deal with dry streams
and polluted streams and actually make a big difference.
While it may be possible under this bill, because there's
no incentive, I don 't see the likelihood that this bill would be
used that way. Conceivably, it could be changed. But, I think
to get to the smaller projects, it makes more sense to change
the language in the Perpetual Account statute.
Chairman Grossman:
Thank you, Melind a. I appreciate it.
Are there any questions -- other questions for the witness?
Seeing none, we want to thank you very much -- .
Ms. Kassen:
-- Thank you -- .
Chairman Grossman: --
For your testimony.
Senator Isgar, do you have a preference in the rest of the
witnesses?
Senator Isgar:
No, I don't.
Chairman Grossman:
Okay.
- 15 -
