Representative Penry? <br /> <br />Representative Penry: <br /> <br />It wasn't a question, just to talk <br /> <br />about maybe some of the distinctions. <br /> <br />One of the things that, when you talk to people who are out <br /> <br />on the ground trying to get projects from the conceptual to the <br /> <br />implemented phase that they have is, when you do sort of that <br /> <br />first blush analysis, are there any fatal flaws, obvious lssues <br /> <br />that are unovercomable. And then after that you have a broader <br /> <br />scale feasibility analysis. <br /> <br />And the difference is those first few--that first analysis <br /> <br />lS significantly cheaper. <br /> <br />That second wave is--can cost upwards <br /> <br />of several hundred thousand dollars. And a lot of times <br /> <br />community groups--Representative Rose and I have constituents <br /> <br />that are looking at a project along Surface Creek. And they've <br /> <br />done that initial analysis and they're ready to take the next <br /> <br />step, but they don't have the resources to ramp up and pay for <br /> <br />the more expensive feasibility environmental analysis. <br /> <br />The hope is, is that what this does is it will encourage <br /> <br />those people with those kinds of projects to enter the 1177 <br /> <br />process and tap those dollars so that they can take the next <br /> <br />step that currently they don't have the resources to take. <br /> <br />Chairperson Curry: <br /> <br />I think--oh, Representative McFadyen. <br /> <br />- 7 - <br />
