LPWCD has proposed the following mitigation options:

· Wetland Creation. Wetland creation is proposed below the embankment and upstream of
the proposed reservoir dam-to mitigate the 2.5 acres of emergent wetland impacts within
the LHR footprint. Impacts to emergent wetlands would be mitigated at a ratio Q[greater
than 1:1.

· Riparian Corridor Restoration and Enhancement. Impacts to other "Waters" would be
mitigated via enhancement and/or restoration of existing riparian areas along Government
Draw and Long Hollow.

WWE will work closely with the USACE and other agencies to best address La Plata River basin
mitigation needs.

6.4 Cultural Resources

A cultural resources survey and site assessment for LPWCD's proposed LHR project was
conducted by La Plata Archaeological Consultants (LP AC) in May and June 2003.
