<br />0017J9 <br /> <br />Long Hollow Dam and Reservoir Summary Report-Preliminary Draft <br /> <br />The purpose of the SJRIP is to recover the Colorado River endangered fish (onlv Pikeminnow <br />and Razorback Sucker present in the SanJuan) while offsetting the impacts of existing water <br />development and allowing future water development to occur. The SJRIP is a cooperative effort <br />involving federal. state and local governments. Indian tribes and water users. <br /> <br />New depletions for the LHR project currently are estimated to average 1,470 AF/yr, which <br />USF&WS has determined to exceed the RIP small depletion allowance and may cause ieopardy <br />to the existence of the endangered fish and designated critical habitat. The SJRIP provides the <br />reasonable and prudent alternative to the ieopardy finding and allows proiects such as LHR to <br />proceed after certain findings relative to the proiect are made. Therefore, USF&WS requested <br />that LPWCD have the SJRIP endangered fish flow model run to determine if LHR depletions <br />will impact the SJRIP flow recommendations. A recent USBR run of the model determined that <br />LHR project widl not impact any of the primary or secondary flow recommendations. This LHR <br />model run by the USBR was reviewed and approved by the SJRIP Hydrology Committee on May <br />18, 2004. <br /> <br />6.3 Wetlands <br /> <br />The 404 permitting process was coordinated with federal agencies. Leslie McWhirter, Brooks <br />Carter and Glenn Rodriguez, USACE, and Sarah Fowler, U.S. Environmental Protection Agency, <br />observed the site on May 7,2003. <br /> <br />6.3.1 Direct Impacts <br /> <br />Wetlands in the LHR area were mapped and quantified by WWE. The proposed project would <br />impact a total of 18,560 linear feet (LF) of perennial channel and 2,180 LF of ephemeral <br />drainage. The impacts would be to occur from native materials removed or used to construct the <br />LHR embankment and from inundation by LHR.
